Some questions comes to mind. Why is he walking around in bare feet? Does this mean that you could survive urinating on a powerline if you were wearing boots or sneakers?
Hm. Well, I'd guess that in the early 30s it was more common than today to find kids bare feeted. Not only German kids in Lederhosen. I'm no physicist but as he is not only holding his wiener but also the rail, boots wouldn't help him. Poor guy.
